Unlock 4: Government issued guidelines for Unlock 4, Metro will run from September 27
The Government of India has released the guidelines for Unlock 4 on Saturday. These guidelines will remain in force till 30 September. According to Home Ministry guidelines, Metro services will be opened in a phased manner from September 27. The Ministry of Housing and Urban Affairs / Ministry of Railways, in consultation with the Union Home Ministry, will be allowed to operate the Metro Rail in a systematic manner from September 27
Union Home Secretary Ajay Bhalla has written a letter to the Chief Secretaries of all states and union territories that the guidelines of Unlock 4 should be strictly followed.
100 people allowed to join
At the same time, 100 persons will be allowed to participate in social, academic, sports, entertainment, cultural, religious, political functions and other gatherings from 21 September 2020. However, such limited ceremonies should necessarily include wearing face masks, social distance, thermal scanning and provision of sanitizers for hand washing
Schools, colleges, educational and coaching institutes will remain closed till 30 September
Open air theaters will also be allowed to open from 21 September 2020. After extensive consultations with states and union territories, it has been decided that schools, colleges, educational and coaching institutes will remain closed for regular classroom activity till 30 September 2020 for students. Students from 9th to 12th will be able to go to school voluntarily to consult teachers outside the Containment Zone. Activities will be restricted in cinema halls, swimming pools, entertainment parks, theaters (except open air theater) and such places.
No restrictions on interstate and intra-state traffic
As per the guidelines, the State / UT Governments will not impose lockdown at any local level except the Containment Zone without consulting the Central Government. There will be no restriction of interstate and intra-state traffic. The guidelines clearly state that there should be no restriction on movement of persons or goods within the interstate and the states.
Use of Arogya Setu App
The appeal was made to the elderly above 65 years of age and children below 10 years and pregnant women to remain at home. At the same time, the Arogya Setu app has been asked to be used. Apart from this, social distancing, face mask is said to be mandatory. At the same time, spitting in public places has not been asked. If someone is caught doing this, he has to pay fine. Apart from this, work from home has been given more preference in the guideline.
Delhi Chief Minister Arvind Kejriwal expressed happiness over the central government's decision to introduce metro services. As per the Unlock-4 guidelines, Metro services have been allowed to start across the country in a phased manner from September 7.
I am glad that metro has been permitted to start its operations from 7 Sep in a phased manner.
